These two cases were not tried together, nor were they consolidated on appeal. However, we granted permission to appeal in both of them in order to treat two aspects of the same issue: the determination of jurisdiction to hear an interstate child custody dispute under the Uniform Child Custody Jurisdiction Act (UCCJA) and the federal Parental Kidnapping Protection Act (PKPA), and the circumstances under which a trial court that has jurisdiction should nevertheless decline to exercise it under state and federal law. We have therefore elected to treat them as companion cases for the purposes of this opinion.
